Operational Programme Human Resources Development 2012-2013

Within the IPA I perspective (2007-2013), Montenegro gained the right to use financial support through the Component IV of the Instrument for Pre-accession Assistance (IPA) as a candidate country for membership to the European Union (EU).

The funds allocated for IPA Component IV, which relates to the human resources development, are being used in Montenegro through a two-year Operational Programme Human Resources Development 2012-2013 originally worth 5.803.344,00 €, out of which 4.932.839.00 € were the European Union (EU) funds, whereas 870.505,00 € were national co-financing.

Preparation of the Operational Programme Human Resources Development 2012-2013 started in March 2010 and has officially ended with its adoption by both the Government of Montenegro at the session held on 29 March 2012 and the European Commission on 18 October 2012 in Brussels.

In line with the regulations of the European Union, as well as the rules and procedures typical for IPA, the adoption of the Operational Programme has not automatically meant the start of its implementation. What followed was the establishment and accreditation process of the Operating Structure at the level of Montenegrin administration which shall be responsible for a so called decentralised management and implementation of the Operational Programme. Once established, the Operating Structure consisting of the Ministry of Labour and Social Welfare, Ministry of Education, Ministry of Science and Ministry of Finance was officially accredited on 28 July 2014 when the European Commission adopted the Decision on conferring management powers relating to IPA Component IV.

The accreditation of the Operating Structure was followed by the signing of the Financing Agreement between the Government of Montenegro and the European Union on 31 October 2014 from the side of the Directorate General for Employment, Social Affairs and Inclusion (DG EMPL) and on 5 December 2014 from the side of the National IPA Coordinator.

By signing the Financing Agreement, the implementation of priorities and measures defined in the Operational Programme has officially started.
