Active Labour Market Measures for Employability

Purpose:

  • To improve functioning, effectiveness and efficiency of the Ministry of Labour and Social Welfare and the Employment Agency of Montenegro (EAM);
  • To better match supply and demand on the labour market in terms of labour force skills;
  • To improve services offered to EAM clients in order to enhance employability of unemployed and inactive, with special focus on long-term unemployed, women and youth.

Main results:

  • The Training Programme containing 12 modules is developed targeting the needs of the employees of the Ministry of Labour and Social Welfare (MLSW) and EAM, with the focus on active labour market measures management, monitoring and evaluation, implementation of new working methods in EAM and work with employers, psychosocial rehabilitation, social economy, as well as preparation of projects for active employment measures in line with the EU rules.
  • Over 200 employees from all 25 EAM branch offices and 17 employees from the Ministry of Labour and Social Welfare successfully finished the training programme.
  • 17 EAM counsellors finished the train-the-trainers programme in the field of psychosocial rehabilitation.
  • The Manual on Planning, Monitoring, Evaluation and Management of Active Measures on the Labour Market is developed.
  • The Analysis of Labour Market Supply and Demand with Emphasis on Vulnerable Groups is developed.
  • The Efficiency Analysis of Existing Labour Market Measures in Montenegro is developed.
  • The Set of 12 new Active Labour Market Measures is developed.
  • The Manual for professional staff and trainers in EAM – Services and Methods of Work with Job Seekers and Employers is developed.
  • The Methodology and Tools for Forecasting Labour Market Trends based on employers’ needs is developed.
  • 9 grant beneficiaries under the Call for Proposals “Youth, women and long-term Unemployed on the Labour Market” received direct expert support (on-the-job, via workshops and help-desk …) in implementation of their projects.
  • The Project Preparation Guide for EU Grant Schemes is developed.
  • 2 EAM employees and 2 MLSW employees finished the train-the-trainers programme for preparation of projects for active employment measures in line with the EU rules.
  • 20 potential applicants supported through 3-day training “Turn idea into action: Preparing project proposals for EU funding”
