On-the-job training and mentoring for women and youth, with focus on the North-East region

Overall objective: Unemployment in Montenegro decreased through promotion of access to the labour market, with focus on micro-market Berane (Petnjica-Andrijevica-Plav)

Specific Objectives:

  • Employers are mobilized for direct involvement in active labour measures, with the focus on the micro-market Berane (and Petnjica)-Andrijevica-Plav.
  • Unemployed women and youth become more competitive at labour market.
  • Institutional support to acess the labour market capacities to support employment

Main activities and results:

  • Public call to employers through national media and partners aiming to provide basic information on the project and announce the place and month of the motivation workshops.
  • Public call to unemployed women and youth directed mainly to NGOs and associations of women and youth.
  • Four 1-day regional motivation workshops for employers held in Berane, Plav, Podgorica and Bar. A total of 103 employers’ representatives participated.
  • Eight motivation workshops (4 for women and 4 for youth) held in Berane, Plav, Podgorica and Bar where in total 174 unemployed women and youth participated.
  • After collection of employers’ needs through questionnaire/application form the needs of 71 interested employers were identified and later on 53 employers were matched with the available labour offer among 65 unemployed women and youth (47 +18).
  • Three partite contracts signed by Help representative, 53 employers and 65 trainees for the period from the 3rd of April until the 2nd of October 2017. 
  • Purchase of equipment for 10 employers (6 from the primary target region, 4 from the rest of MNE) committed to employ trainees after the programme.
  • Three workshops for selected trainees and employers on workers&employers rights and obligations were held in Berane and one in Podgorica.

  • 6 workshops were held on self-employment for 40 applicants, young people and women who expressed interest in self-employment.
  • The 10 best were selected for support in mentoring.

Planned activities:

  • Out of 10, minimum 4 mentoring beneficiaries will have had registered their own businesses till the end of project: 1. Sewing of bee equipment in Berane, 2.Domestic cheese production in Bijelo Polje, 3. Handmade soaps in Podgorica and 4. Balloon Decoration/special effects services in Danilovgrad.
  • Recommendation to 3 municipalities on establishment of local employment partnerships.
  • Final conference on promotion of local employment partnerships.
